As the new year continues, I find myself reflecting on the incredible responsibility and privilege it is to serve as your State Representative. These past few weeks have been busy, challenging, and filled with moments that reinforce why I came to Springfield: to fight for our values, amplify your voice, and work toward a better Illinois.
In this newsletter, I want to share updates on recent events, including the start of the 104th General Assembly, and the continued fight for greater accountability in our state government. These issues matter deeply because they affect all of us, from how our tax dollars are spent to the kind of future we’re building for the next generation.
Let me take you through what’s been happening and what we’re working on together.
Illinois House Rules: A Missed Opportunity for Change
Every two years, the Illinois House adopts rules that govern how we operate. These rules are supposed to ensure a fair and transparent process, but in practice, they do the opposite. Unfortunately, the Democrat supermajority chose to adopt the same rules that have allowed one individual, the Speaker of the House, to wield immense power over what gets debated, what gets voted on, and ultimately, what laws are passed.
What does this mean for you? It means that many important issues, like gerrymandering reform, term limits, or tax relief, might never even get a hearing. The Speaker has the authority to decide which bills move forward and which ones die in committee. This centralized power stifles bipartisan collaboration and blocks meaningful debate on the issues that matter most to Illinois families.
This year, Republicans offered common-sense changes to the rules that would have made the legislative process more accountable. We proposed allowing every representative the opportunity to bring their bills to be heard in committee. These changes would have ensured that every voice, whether Republican or Democrat, was heard. Unfortunately, those proposals were rejected.
The current rules also perpetuate a system where committee chair positions, which come with additional pay, are used as tools of political allegiance rather than opportunities for leadership. It’s a system that prioritizes loyalty to the Speaker over loyalty to the people of Illinois.
Despite the disappointing outcome, I remain committed to fighting for a legislative process that works for everyone. It’s time to break free from the stranglehold of outdated rules and create a system that empowers representatives to truly represent their constituents.
Fostering Accountability Through New Legislation
Accountability is one of the cornerstones of good governance. Without it, trust between citizens and their leaders erodes. That’s why I was proud to join Rep. Dan Ugaste at a press conference in Springfield this week to introduce two pieces of legislation we’ve put forth that aim to enhance accountability at every level of government.
The first, House Bill 5924, would allow local voters to recall elected officials who fail to serve their communities effectively. Whether it’s a local mayor or a school board member, this bill ensures that public servants remain answerable to the people they represent.
The second measure, House Joint Resolution Constitutional Amendment 22, proposes a constitutional amendment to expand recall provisions to state legislators, constitutional officers, and other statewide officials. By raising the bar for accountability, we’re giving Illinoisans a greater voice in how they are governed.
These initiatives include safeguards, like high signature thresholds and alignment with regular election cycles, to ensure that the process remains fair and practical. Our goal is to empower citizens while maintaining stability in government.
These proposals reflect a fundamental belief that leaders should serve the people, not themselves. As these measures move through the legislative process, I’ll keep you updated on their progress and continue advocating for reforms that put power back in your hands.

Women’s Leadership Initiative Midway Dinner
On December 18, the Women’s Leadership Initiative (WLI) Program hosted its annual Midway Dinner, a highlight of the year. Held at the charming 1860 Public House in Red Bud, IL, the evening brought together both mentors and mentees.
Our guest speaker for the evening, Sarah Hartwick, Vice President of Illinois Education Workforce Policy, delivered an insightful and engaging talk. Her informal speech sparked meaningful discussions about the intersection of education and workforce development, leaving attendees inspired and motivated to continue building stronger communities.
Afterward, attendees enjoyed a delicious dinner while networking and exchanging ideas. These moments of fellowship and collaboration are what make the WLI Program so impactful.
Thank you to Sarah Hartwick for sharing your expertise and to everyone who attended and contributed to such a wonderful evening. The energy in the room was truly inspiring, and I look forward to seeing the fruits of these discussions take shape in our community.
Stay tuned for more updates from the WLI Program as we continue working toward a brighter future for Illinois!
Honoring Our Heroes: Law Enforcement Appreciation Day
On January 9th, we celebrated Law Enforcement Appreciation Day, a time to recognize the brave men and women who dedicate their lives to protecting our communities. These individuals are the first to respond in moments of crisis, often putting their own safety on the line to ensure ours.
Their work is not easy. It requires courage, compassion, and resilience in the face of immense challenges. Yet, these officers show up every day, ready to serve, knowing that their sacrifices often go unnoticed.
I want to take this opportunity to thank not only the officers themselves but also their families. These families endure long hours, missed holidays, and the constant worry that comes with having a loved one in law enforcement. Their support makes it possible for officers to do their irreplaceable work, and for that, they deserve our gratitude.
If you know a law enforcement officer, take a moment to thank them. A simple word of appreciation can mean so much. And let’s remember that behind every badge is a person, whether a parent, a sibling, or a neighbor, who has chosen to serve their community with honor and integrity.
Looking Ahead
As we begin this new General Assembly, I am filled with a sense of purpose and determination. There are challenges ahead, but I know that together, we can tackle them head-on. I am committed to representing the values and priorities of our district.
If you have questions, concerns, or ideas, my door is always open. You can reach me at my district office at 618-282-7284 or online at RepFriess.com. Your input is invaluable as we work to create a brighter future for Illinois.
