Rep. Friess Joins Rep. Ugaste to Advocate for Greater Accountability for Elected Officials (w/Video)

Springfield, IL…Earlier today, Representatives David Friess (R-Red Bud) and Dan Ugaste (R-St. Charles) hosted a press conference in Springfield’s Capitol Blue Room to discuss two newly proposed pieces of legislation aimed at enhancing government accountability and empowering Illinois residents. They presented House Bill 5924 and House Joint Resolution Constitutional Amendment 22, both of which are designed to expand recall provisions for elected officials across Illinois.

“We must foster greater trust between people and their government,” Rep. Friess said. “These initiatives give constituents a voice and ensures that our leaders remain accountable to the citizens they serve. These proposals reflect a commitment to transparency, fiscal responsibility, and good governance.”

HB5924 creates the Local Government Elected Official Recall Act, enabling residents to recall local officials elected during general or consolidated elections. HJRCA 22, meanwhile, proposes a constitutional amendment to expand recall eligibility to all State Executive Branch officers, legislative leaders, members of the General Assembly, and local government officials. Both measures are designed to balance accountability with practicality. High signature thresholds and alignment with regularly scheduled elections are included to prevent frivolous or politically motivated recalls, while also minimizing additional expenses.

The proposed legislation will now head to committee for further discussion.
